I live in one of the townhomes and have for over 15 years. 2 weeks ago I noticed water in an area of the garage by the wall between me and the neighbor. It appears to be coming from an elbow shaped white pipe that is pointed downwards like a spigot. Does anyone know the purpose of that pipe and where the water is coming from? I put a short container there to catch any further water. When I got home from work today the container was full and water was collecting in my garage again. This has never happened until recently.

That is a overflow pipe. I have two in my garage, one is for the water heater catch pan and the other is for the A/C catch pan,
