Noisy neighbors (not Villagio)

We live at 440 Navaro Pl. and have a neighbor that is part of a different complex (not
Elan) who has his TV on very loud all the time and noisy parties very often (like right
now). We have asked them to keep it down and that works for a while, but it always
gets noisy again. Several months ago the police were called late at night and there
was a woman screaming. Does anyone know how to get in touch with their HOA to
get them to stop?
