outlet in Garage wall with water coming out

outlet in Garage wall with water coming out
I have a voyager floor plan. In one of my garage walls adjoining the neighbor, there is a pipe outlet.
Lately I have seen some small amount of water coming out of that outlet.
Does anybody know what that outlet is for? Is this something I need to contact the HOA or the plumber?

Condensation Run-off?
Is that perhaps the condensation run-off pipe? Mine drips in the summer when I run the air conditioning. Don't know if it condenses when running the heater. To remedy the slippery puddle on my garage floor, I bought a rubber hose, clamped it to the open pipe, and extended the hose to the edge of my garage door. Now the condensation flows directly through the garage door seal and NOT on the garage floor.
